Background

After the 1973 Arab–Israeli War, in September 1978 Egypt and Israel signed the “Framework for Peace in the Middle East agreed at Camp David” and the “Framework for the Conclusion of a Peace Treaty between Egypt and Israel” through the good offices of the United States of America. On 26th March 1979, the “Peace Treaty between the State of Israel and the Arab Republic of Egypt” was concluded.

While countries concerned subsequently worked to forge an agreement at the UN Security Council regarding the establishment of UN forces and observers envisioned in the 1979 Peace Treaty, the President of the UN Security Council in May 1981 indicated that the Council was unable to reach a necessary agreement. In light of this, on 3rd August 1981, witnessed by the United States, Egypt and Israel signed the Protocol with which to establish the Multinational Force and Observers (MFO) as an alternative to the UN forces and observers envisioned in the 1979 Peace Treaty.
